Albert R. Kurz

Albert R. Kurz, PE, LS

District Surveyor

Albert R. Kurz, P.E., LS joined So-Deep as a Professional Engineer and Land Surveyor in 1998 and is currently the professional in responsible charge of projects in our North Eastern District. He is a registered Professional Engineer in eight states and as a Professional Land Surveyor in five states plus the District of Columbia. Al has over 35 years’ experience in subdivision design and review, municipal utility and road design, maintenance and construction and subsurface utility engineering.

He is a graduate with a Bachelor of Science Degree from the University of Maryland and a Masters Degree from the University of Virginia. He is certified with the National Council for Engineers and Surveyors as both a Professional Engineer and Land Surveyor and he is a member of the Pennsylvania Society of Land Surveyors and American Society of Civil Engineers.

William D. Pickering

William D. Pickering, PE

District Engineer

William D. Pickering, P.E. joined So-Deep, Inc. in 1999 as District Engineer for Pennsylvania. He has 46 years’ experience as a professional engineer and is licensed in seven states. Bill manages and performs engineering and quality assurance reviews on projects and is active in business development and client support nationwide.

Prior to joining So-Deep, Bill was employed for over 38 years in various professional capacities for the Pennsylvania Department of Transportation. For 14 years, he was Assistant District Engineer for Design in Engineering District 8-0 (Harrisburg). For 11 years, Bill was Chief of the Right of Way and Utilities Division in the Bureau of Design at the Penn DOT Central Office in Harrisburg, PA.

Bill has been an active proponent of using SUE in the project development process for many years. He had the lead in initiating the current Penn DOT policy calling for the use of subsurface utility engineering on all Penn DOT projects. Bill served on the AASHTO Right of Way and Utilities Subcommittee Executive Committee until his retirement from Penn DOT. His responsibilities included assuring that utility relocation issues were fully considered by AASHTO. He played a leading role in including SUE in the AASHTO Best Practices Report. AASHTO awarded Bill with a Certificate of Appreciation for Outstanding Contribution to the National Highway/Utility Program.

Bill holds a Liberal Arts Degree from Earlham College, Bachelor of Science Degree in Civil Engineering from Lafayette College and a Masters Degree of Public Administration from Pennsylvania State University.

Bill is a recipient of AASHTO’s Right-of-Way and Utilities Award.

Robert Mooney

Robert Mooney

District Director, Midwest

Robert Mooney joined So-Deep in 1985. Bob served as Branch Manager of our Manassas Park office for four years, then opened So-Deep’s Ohio office and served as the Branch Manager. In 2010, Bob was promoted to District Director and is responsible for overseeing all subsurface utility engineering projects for the Great Lakes Region.

Bob is one of the nation’s most experienced SUE field operations managers. He has performed and managed work for numerous Departments of Transportation, utility owners and consultants across the country.

David B. Hale

David B. Hale

Corporate Safety Officer

Dave B. Hale joined So-Deep in 1984 and was promoted to Branch Manager in 1988. During his 27 years with So-Deep, Dave mastered all technical aspects of designating, locating, and survey requirements for subsurface utility engineering. He was responsible for developing and implementing So-Deep's training program for field operations, a comprehensive program which has been widely copied by virtually every provider of SUE services today.

In 2010, Dave was promoted to Corporate Safety Officer where his duties shifted to the safety of So-Deep’s employees and the public. Dave is advancing So-Deep’s safety program, interacting with clients to meet their safety goals and furthering our corporate safety mindset. He travels between So-Deep’s office locations to ensure that safety standards are maintained throughout the company.

Dave is an active member in the Delaware Valley Chapter of ASHE in his home state of Pennsylvania.

Dennis R. Correll

Dennis R. Correll

District Director, Northeast

Dennis R. Correll joined So-Deep in 1995 after graduating from the New Jersey Institute of Technology with a Bachelors of Science Degree in Civil Engineering. Dennis quickly became a project manager due to his management of a very complex, long term pharmaceutical project for Merck. Dennis was promoted to Branch Manager in 2007 and again in 2010 to District Director of Northeast Operations.

During his tenure with So-Deep, Dennis has worked on numerous and diverse utility projects on state highways, bridges, manufacturing plants, refineries, military bases and college campuses. He has extensive project management experience at pharmaceutical sites in the Northeast. Dennis is also a member of ASHE (American Society of Highway Engineers) for the Southern New Jersey branch.

John Taylor

John Taylor, PE

Branch Manager, Georgia

John Taylor, P.E. joined So-Deep in 1995 and enrolled in So-Deep’s Project Manager Trainee Program. He successfully completed the program and served as a Project Manager in So-Deep’s VA Beach, VA office. In 2004 he was promoted to Branch Manager of So-Deep’s Georgia office. John is experienced at managing multiple projects with varying subsurface utility engineering scopes. He is completely familiar with utility systems and their configurations and has developed excellent relationships with utility owners, DOT utility and design staff, and our sub-consultant team members. He is frequently tasked to supervise complex projects. John also served on the GUCC Locator Certification Committee, to develop a certification for locators on large scale Georgia DOT projects.

John holds a Bachelor of Science Degree in Civil Engineering from Widener University and is a registered Professional Engineer in the State of Georgia.

Keith T. Garry

Keith T. Garry

District Director, Southeast

In 1994 Keith T. Garry began his career with So-Deep in the Raleigh, NC branch office working in SUE operations. In 1997 he successfully completed So-Deep’s Project Manager Training Program and worked in this capacity for eight years. In 2005 he was promoted to Branch Manager of So-Deep’s Raleigh, NC office.

In 2007 Keith was promoted to District Director of Business Development and SUE Operations for So-Deep’s southeast region. His responsibilities include: contract procurement and administration; management of SUE mapping and utility coordination projects; QA/QC review of deliverables; and monitoring workplace safety compliance.

Keith has managed hundreds of SUE projects of varying complexity, which has afforded him the ability to gain an unsurpassed understanding of the true “core” of SUE data. This experience has helped him to provide So-Deep’s southern clients with the confidence and continuity they seek in their consultants.

Keith holds a Bachelor of Science Degree in Business Economics with a minor in Environmental Science.

elvin E. Spencer

Melvin E. Spencer, LS

Quality Assurance Manager

Mr. Melvin E. Spencer, LS joined So-Deep in 1992. Mel is the full-time professional in charge of land surveying services of So-Deep’s Stuarts Draft, Virginia office and provides survey and GPS support to all So-Deep offices. He has 33 years of field and supervisory experience in surveying. His responsibilities have included field surveys and computations, supervision of field crews in construction stakeout, topographical and boundary line surveys, records research and interpretation, data evaluation and verification, and training of personnel in field operations.

Mel is So-Deep’s resident expert with GPS survey system. Mel’s responsibilities include review of all projects for use of GPS to increase efficiency and production.

Mel is a licensed professional land surveyor in Virginia, North Carolina and Georgia.

Thomas A. Taylor

Thomas A. Taylor, P.L.S.

Quality Assurance Manager

Since joining So-Deep in 2003, Thomas A. Taylor, PLS has been involved in all aspects of So-Deep’s services. His background in survey and CADD, coupled with his DOT work experience, complements our SUE services. He has extensive knowledge of survey equipment, techniques, and their application to highway projects. Tommy serves as project manager and professional in responsible charge of our most specialized conventional survey projects.

Tommy has 15 years of experience as a surveyor and worked for the North Carolina Department of Transportation for six years. During his tenure with NCDOT he was a party chief with NCDOT Construction and a CADD Manager with the Right of Way Branch. He is a licensed professional in North Carolina, South Carolina and Georgia.

Tommy earned an A.A.S. Degree in Civil Engineering Technology and an A.A.S. Degree in Surveying Technology from Sandhills Community College, North Carolina.
